Transparency International Zimbabwe (TI Z) is a non- profit, non- partisan, systems oriented local chapter of the international movement against corruption. Its broad mandate is to fight corruption and related vices through networks of integrity. In line with the Global Strategy, TI Z believes corruption can only be sufficiently tackled by all citizens including people at grass root level. To achieve this, TI-Z devised the following programme units;

Research and Information (R & I-Established in 2012, the new programme unit is mainly concerned with providing professionally generated researches that become the basis for knowledge and information management on corruption related issues including research based advocacy. This knowledge and information is used to enhance the depth and quality of activity output as well as serving stakeholders and the public. Annual outputs of the Research and Information programme include the National State of Corruption Report, National Corruption Barometer; National Bribe Payers Index and; Human Interest Stories based on ALAC cases and findings. The R & I unit is the hub for all research and up to date information on corruption. The R & I also produces Community Publications and Parliamentary Corruption Watch Fact Sheets. The unit manages a vibrant Resource Centre with more than 100 titles of corruption related publications. All relevant stakeholders can access important information, which is only available at TI-Z, for FREE.

Advocacy and Legal Advice Centre (ALAC) is a public service initiative providing free legal aid services to victims and witnesses of corruption, and seeks to empower citizens to demand accountability and transparency. It is a community service centre that offers pragmatic services to individuals, communities, companies, and institutions who are victims of corruption, or witnesses to corruption. Although open to all sectors ALAC has special focus to poor and low income communities. ALAC also engages communities in public education on anti-corruption issues through community meetings and Mobile Legal Aid Clinics. The centre focuses on advising clients on corruption related complaints and helping them prepare cases for further investigation. Since its establishment ALAC has advised more than 1 300 citizens and empowered them to demand transparency and accountability.


Community Mobilisation and Advocacy (CMA) facilitates communities to drive initiatives to fight against corruption. CMA aims at providing tools and approaches/knowledge to ordinary citizens in order to stand up for a corruption-free Zimbabwe.

To date CMA has established 50 Accountability Monitoring Committees (AMCs) across the country. Each monitoring committee has four members. AMCs are dotted in all provinces of Zimbabwe. On the flip side the unit has also established five YTI clubs whose main objective is to nurture young and accountable leaders within communities. YTI clubs have up to 30 members each from respective communities. AMC activities involve engaging community members and other relevant stakeholders to formulate ways of alleviating corruption by service providers within their constituencies. This is done through meetings, workshops, focus group meetings, conferences and media releases.



The Policy, Legislation and Institutional Monitoring (PLIM)-unit is a new initiative of TI-Z that came into existence at the beginning of 2012. The purpose of this unit is to review various policy and legislative provisions within the country (concerned with anti-corruption and good governance), including, but not limited to national legislation. The purpose of reviewing policy and legislation is to identify gaps within the framework and to ultimately make recommendations for the improvement and strengthening of the anti-corruption framework in Zimbabwe. In conducting such analysis, PLIM also places great emphasis on Zimbabwe's compliance with international and regional conventions such as the United Nations Convention Against Corruption (UNCAC), (where PLIM is currently conducting a parallel CSO report) and the African Union Convention for the Prevention and Combating of Corruption for example.

Another important function of PLIM is the collaboration with various state and non-state actors in order to offer technical expertise or assistance in fighting corruption. PLIM is currently working with the Ministry of Justice and Legal Affairs, the Anti-Corruption Committee within this ministry, the Zimbabwe Anti-Corruption Commission and the Judicial Service Commission.

PLIM also launched the Ethics and Accountability Forum (EAF) in May 2012 which is a platform for academics, professionals, private corporations, government and non-government organisations to come together and discuss various issues concerning public and social accountability. The ultimate goal is to produce position papers or suggest solutions which can be used to influence policy or methods for addressing any issues discussed.
